ibex truncate database: different directories used

Description
It would appear the ibex `truncate database` operation that puts a backup in `stage-deleted` behaves slightly different from a deploy and when run standalone. On a deploy the sql backup is placed in a ibex_backup dated subdirectory, but if it is run standalone it is lefi in the top level. The operation should result in an ibex_backup subdirectiory whatever way it is run.
