Save and Restore Device Settings - XML and folders

As someone implementing a method to save and restore PV values I want to have the infrastructure available in the software to support this.

This is a follow on ticket from #7393

## Acceptance Criteria
- [ ] The XML template to store the appropriate information is created
- [ ] The changes to allow for the files to be stored in configurations/collections have been added to the upgrade script

## Notes
- The basic data in the XML will be "PV name" - a string, "Local" (this could be fixed to a specific instrument at which point use of the instrument macro should not be used) - a checkbox, "Set point value" - a double numeric
