Archiver Appliance: Investigate issues on Windows

Investigate the failing unit tests and runtime failure discovered in #7537.

### Acceptance Criteria
- [ ] Time and resources needed to get issues fixed and Archiver Appliance running correctly are evaluated.
- [ ] If issues can be reasonably solved, they are either fixed or follow up tickets are created describing all the work needed.
