Apply SANS2D Anti-Clash Solution to ZOOM

As a scientist on ZOOM I'd like the slightly unintuitive, but effective method of avoiding axes clashing in the tank as is used on SANS2D to be applied to ZOOM to limit the potential for collisions.

## Acceptance Criteria
- [ ] The same style of logic as is on SANS2D is on ZOOM (Use of SPMG, and delaying moves until it is known that they are safe)
- [ ] OPIs updated to reflect this logic
- [ ] Scientists who local contact on ZOOM (consider whole of the SANS group, as it is a useful reminder for SANS2D as well) are shown the new behaviour, with the caveats such as moves only being possible from above the motor screens highlighted
- [ ] User documentation is clear and updated to reflect this
