`conserver_ioc_console.cf` is auto generated by build_ioc_startups. It seems that NICOS is defined in both this and `conserver/conserver_standard_consoles.cf` also note:
It probably just needs removing from `conserver/conserver_standard_consoles.cf` however i note that:
- old port was 9011, this port is still referred to in `ISIS/ScriptServer/start_script_server.bat`
- `conserver/conserver_standard_consoles.cf` defines both NICOSDAEMON and SCRIPTSERVER ?
