IBEX Synoptic Components: Ability to Add Any Available Component to All Available Synoptics

As a: developer and instrument as discussed in https://github.com/ISISComputingGroup/IBEX/discussions/7053

I would like to be able to add available components to all available synoptics within IBEX.

There is interest in the above described behaviour from a number of instruments. This issue also has the potential to improve support.

Implementing this shouldn't be too difficult as the infrastructure is already present in the blockserver for the XML. Altering the graphical display may be a little more work.
