INTER: set up homing for all axes

INTER's homing for all axes was disabled following their migration to IBEX. We should re-enable this to stop things like #7049 from occurring (or at least remedy them when they do)

### Acceptance Criteria
- [ ] Homing is un-commented from the `galil.cmd` files in INTER's config directory and tested
- [ ] If certain axes cannot be homed, we should document why this is on the instrument details page.

### Extra Information
I went through all of the routines with JN last year sometime and we confirmed that the commented (I didn't realise they were commented at the time) homing routines match what SECI did. They rarely homed with SECI, I am not sure why this is other than "various issues".
