LSICORR: Synchronise beginning of taking data with beginning of run

As a user of the LSI Correlator, I would like to be able to synchronise beginning to take data on the LSI Correlator and my begin runs.

### Acceptance Criteria

- [ ] The LSI Correlator is configured on the required instruments (it's been used on LOQ traditionally by Steve King will know where they want it configured)
- [ ] It is easy and documented to synchronise and remove synchronisation of the begins (scientists are happy they can do it)

_Why it is needed?_
They want to easily compare LSI Correlator and neutron data

- Pre and post command hooks could be used https://github.com/ISISComputingGroup/ibex_user_manual/wiki/Pre-and-Post-Command-Hooks (check with scientists if this is sufficient, if not they may have to look at hardware signals to synchronise it)
