IMAT: Rotation speeds need adjusting

Description
As an instrument scientist I would like the rotation speeds of my axes to be optimal. Particularly I would like the large rotation axis to be limited to a slower speed as it is currently potentially dangerous and I would like the option to make the tomography rotation stage faster as it is slowing down experiments.
## Acceptance Criteria
* Motion control and IS team are consulted on good speeds
* These speeds are set in the device (it may that the tomography stage wants a couple of different speed profiles to choose between)
