Description
On HRPD whilst trying to set up a new device the OPI was created and made available via Device Screens as it was not possible to edit the synoptic as the menu was greyed out. The GUI had been restarted relatively recently.
## Acceptance Criteria
1. There is a note about how this occurred on the dev wiki, and how it can be resolved
2. There are tickets for a resolution to avoid this in the future (or if it is small enough, fix it with this)
