Release notes: Correct version numbers

As a developer and user I would like to be sure of which IBEX release has which version of dependencies. We updated the dependencies in December (https://github.com/ISISComputingGroup/IBEX/issues/5584) however, the latest release notes (https://github.com/ISISComputingGroup/IBEX/blob/master/release_notes/ReleaseNotes_Upcoming.md) do not correctly list these and only list dependencies as updated in April.

## Acceptance Criteria
* The release notes for version 7.4 (https://github.com/ISISComputingGroup/IBEX/blob/master/release_notes/Release-Notes_v7.4.0.md) are corrected to include the current versions (note some have been listed on https://github.com/ISISComputingGroup/IBEX/issues/5584)
