Description
As a MuSR scientist, when the HLX503 IOC is restarted I would like it to detect what state it is in with regards to recondensing.
We cannot simply "remember" as this is not reliable so we must look at the current state of the device.
Acceptance criteria:
- [ ] Logical cases are drawn up and agreed with cryogenics and MuSR scientists as to deciding what state we are in
- [ ] The cases are implemented in the hlx503.snl
