POLARIS: support DI-1100 mini DAQ for power readings

As an instrument scientist on POLARIS I would like IBEX to support the DI-1100 mini DAQ to output and log power readings for the forward and reflected power of the microwave waveguide. This is a USB device which we currently don't support but it does use `libusb`, a C library that is commonly used to interface with USB devices.

Freddie mentioned there may be an Asyn EPICS module which can interface with USB. If not we could write our own IOC to do this.
