Description
As a MuSR scientist, I would like to be able to control the 3He Refrigerator.
Relies on logic being documented and approved from https://github.com/ISISComputingGroup/IBEX/issues/6239 as well as communications being implemented from https://github.com/ISISComputingGroup/IBEX/issues/6241.
Acceptance criteria:
- [ ] Approved logic is implemented in the IOC
- [ ] Relevant macros are available to configure the IOC (see the two setup VIs)
- [ ] Logic is tested sufficiently with the IOCTestFramework
- [ ] OPI is corrected to work with the new functionality
- [ ] ~If the IOC is restarted it should be able to work out what state it was in and continue recondensing~ If the IOC is restarted we presume we are in a temperature control state, not a recondensing state

- An estimate of time should be found on https://github.com/ISISComputingGroup/IBEX/issues/6239.
- The 3He refrigerator is a Heliox/ITC503 based system
- LabVIEW VIs are at C:\LabVIEW Modules\Oxford Software\Muon Heliox
