Create end of run script for windows 10

As a user on a new windows 10 I would like data from my runs to be backed up to the archive. There are scripts that do this on the instruments but they're not very standard and live in a poor location

## Acceptance Criteria
* The end of run scripts are taken from the targeted instrument (WISH has a good one) and placed in "C:\Instrument\Settings\config\common"
* The scripts are modified to call the configuration script in "C:\Instrument\Settings\config\configurations"
* An empty configuration script is created
* ISISICP setting are modified to reference the new scripts
* There is documentation about how it works
