Description

As an ARGUS (and CHRONUS) scientist I want to be able to monitor and control the PSUs that drive the RIKEN front-end magnets, so that I can monitor and control the muon beam.

#### Acceptance Criteria
1. Using the IBEX client, I can monitor all the RIKEN FE PSUs
1. Using genie_python, I can monitor all the RIKEN FE PSUs
1. In manager mode, using the IBEX client, I can control all the RIKEN FE PSUs
1. In manager mode, using genie_python, I can control all the RIKEN FE PSUs

#### Notes
1. **N.B.** The PSUs are directly controlled by NDXRIKENFE (i.e. the IOC runs on NDXRIKENFE). The purpose of this ticket is to permit control from NDXARGUS. This can be achieved by using the existing PVs provided by NDXRIKENFE (no need for an IOC running on NDXARGUS).
1. Same display is needed for CHRONUS.
1. During the Long Shutdown, the RIKEN beamline is undergoing a major refurbishment, which includes replacing all the PSUs. This ticket should not be started until the relevant IOCs have been created to run on NDXRIKEN (see #5871, #5873).
1. The IOC & OPI must offer functionality equivalent to the existing VI (located here: `C:\LabVIEW Modules\Instruments\ARGUS\Front End Magnets`). **Note:** this VI has two front panels:
1. `RFE - Front Panel.vi` which permits monitoring of the PSUs
1. `RFE - Front Panel - Control.vi` which permits control of the PSUs (equivalent to manager mode)

* scientists would like both a tabular view of RIKEN FE PSUs and a "synoptic" view (showing beamline branch/port structure).
* RIKENFE already has a "synoptic" view (although it will need to change as a result of RIKEN beamline refurbishment).
