IMAT: Configure & Support Instron Stress-Rig

As an IMAT scientist I want to use IBEX to control the Instron Stress Rig.

As a developer I want to create a configuration for the the Instron Stress Rig and help the IMAT scientists get it up and running.

#### Acceptance Criteria
1. Using the IBEX client, I can control the Instron Stress Rig
1. Using genie_python, I can control the Instron Stress Rig

#### Notes
1. The Instron Stress Rig is usually used on ENGIN-X. The IOC and OPI already exist.
* This ticket is about creating a configuration, so that the Instron Stress Rig can be used on IMAT.
1. The Instron Stress Rig will be used on IMAT after the long shutdown.
