HIFI: View other Muon Instrument Main Fields

As a muon scientist I want to be able to monitor the main magnetic fields being used on the other muon instruments.

**Note:** this functionality can be achieved through configuration in IBEX (an IOC & OPI are not required).

#### Acceptance Criteria
1. Using the IBEX client, I can view:
* the EMU field (in Gauss)
* the MuSR field (in Gauss)
* the MuSR orientation
1. Using genie_python, I can monitor
* the EMU field (in Gauss)
* the MuSR field (in Gauss)
* the MuSR orientation

1. In SECI, this functionality is provided via the HIFI Field Viewer VI. IBEX must provide functionality equivalent to the existing VI (located here: `C:\LabVIEW Modules\Instruments\HIFI\HIFI Field Viewer`).
1. In IBEX, this functionality can be achieved by displaying the relevant PVs from EMU and MuSR in a Group. Therefore, this ticket can be implemented by creating appropriate blocks in a base-level configuration.
