SXD: Setup machine for SXD

As an SXD scientist I would like to have an SXD setup machine, so that I can acquire images of samples offline.

#### Acceptance Criteria
1. An instance of IBEX is deployed to an SXD SETUP machine.

#### Notes
1. The hardware for an SXD SETUP machine will need to be purchased. Alternatively, an SXD SETUP machine could be a VM in the cluster.
1. SXD already has a table-top rotation stage & camera which is used to acquire images of samples before they are used in experiments.
* the current solution is somewhat ad-hoc (it uses an Arduino device to control a motor and HTerm to send commands to the Arduino). See #4060.
* the scientists would prefer to have the table-top rotation stage & camera controlled by IBEX. It would make it easier for them to script the acquisition of images and to manage the downstream analysis of images and data.
