Description
As a developer I would like to use the latest procServ (2.8.0) - this may resolve some system tests issues (ioc starts and then dies immediately via procServ, but starts on command line) but it is unclear what is causing this issue.
## Acceptance criteris
- procserv code updated and exe rebuilt
- iocs start OK
