Galil: Motor Off Deadband and Energised are not always reapplied

Description
Had a problem on POLREF with the gail and needed to restart it. After restart it appeared that the motor off deadband had not resent its value; it was set to -1 on the view but the galil didn't have that as the setting (or at least seemed to turn the motor off after the move and did not turn it back on). Also the energised flag had been set off, although it should have been on; I am unsure whether the motor off deadband had set it off or whether connecting the IOC without a physical galil crate present reset the value.
### Acceptance Criteria
- The following can be performed:
1. A motor with auto denergise off and energised state set has the controller switch off
1. The IOC is restarted
1. Enough time is left for autosave to trigger
1. The controller is switched on
1. The IOC is restarted
1. The motor is set to energise and remains energised after a move (i.e. the motor off deadband has not got reset)
- Troubleshooting Advice is removed and scienists on POLREF and SURF are informed
