Galils should not Accept SPs When Bump Strip is Tripped

As a POLREF scientist, I would like all Galils to stop accepting setpoints when a bump strip has been tripped. (see [Bump strip](https://github.com/ISISComputingGroup/ibex_developers_manual/wiki/Bump-Strip))

### Acceptance Criteria
- When bump strip is tripped, Galils do not accept new positions
- When bump strip status is cleared, Galils can move again
- Make sure Galils that are meant to be always energized (i.e. they do not use auto de-energize) get powered on and moving again after a trip

### Notes
- The easiest way to stop new permissions being sent maybe to use the security group on a pv
- This is critical for user program because users can destroy the alignment for motors without encoders.
