GEM: Homing jaws sometimes gets stuck in a loop

Description
As a GEM instrument scientist I would like to be able to reliably home my jaws. During https://github.com/ISISComputingGroup/IBEX/issues/5940 it was found that when homing some axes they would move towards home and then move off of it again, as if they were repeating the homing routine and so not reach the homing position in a sensible time. Stopping the axis and homing it again seemed to work the second time.
## Acceptance Criteria
* When told to home the GEM jaws get there in good time and do not get stuck in a loop
