Script Generator: Check instrument script definitions for uncommitted changes and check if they are up to date

As an instrument scientist or user using the script generator, I would like the script definitions on my instrument to be managed correctly. This ticket is to create an automated service (much like https://github.com/ISISComputingGroup/IBEX/issues/5907) that checks if script definitions on an instrument have any uncommitted changes or are not on the latest versions of the definitions. This will enable us to be aware if there are any instrument script generators in a strange state.

Acceptance criteria:

- A service is created to check whether instruments have local changes to script definitions
- Scientists are contacted for any instrument where this is the case and their changes are merged into master (with their input)
- This should be in the docs somewhere
