Description
Request:
> Can we have the option to disable phi and psi completely in case of air/liquid samples (I am open to discussion)? We do not want to inadvertently tilt a Langmuir trough
### Acceptance Criteria
- Create a second configuration for SURF which does not have these parameters in. Probably using the optional settings configurations and a single refl config that responds to that option. (Also respond in the OPI to not having these parameters)
