Private scripts management

As a developer, I would like utility scripts stored in the private scripts repo to be managed correctly. The current strategy seems to be to create a branch and edit for the specific issue we are trying to address, and sometimes these branches are created from other branches making for a rather messy repository.

Acceptance criteria:

- [ ] Discussion has a resolution about how to manage the repo
- [ ] Repo is tidied up to enable the strategy to be used
