IMAT: USB load cell

Manuals are in the usual place in the Mantracourt-dscusb directory. The company provide DLL drivers

There is a virtual COM port that takes ASCII commands, but it may not be possible to use that at the same time as the vendor GUI, so `dscusbdrv-dll` may be a better bet. They just need to read a single value back.
