EMU: set_gas_flow works differently on ITC503 and MercuryITC

Description
As a scientist I would like` set_gas_flow` to work consistently between Mercury ITCs and ITC503s.
It appears that `set_gas_flow(1)` causes one of the devices to go into manual mode, and the other to go into auto mode.
# Acceptance criteria
- `set_gas_flow(1)` has the same result on both mercury itcs and itc503s.
