Acceleror beam services: IOC hangs in shutdown

Description
The OpenVMS IOC sometimes hangs for a long time when shutting down, this is probably due to exit handlers in the VISTA databases. Probably best to try and use SYS$DELPRC as i think even SYS$EXIT may call some handlers, i believe $DELPRC is like the DCL STOP/ID
