Add stylesheet to per cycle journals

As an instrument scientist I would like to see per cycle journals

Deploy `journal_cycle.xsl` to `c:/data` on all instruments
edit `c:/data/journal_20_1.xml` to add

## Acceptance Criteria
* Add a style sheet so that you can get just the last week of current cycle information on the journal viewer webpage
* Add some info about where the file is, what the file does etc. to the wiki
