POLREF: Homing routines

As a POLREF instrument scientist I would like the homing routines on POLREF to be checked and for them to work correctly for all axes that they possibly can do. This is so that I can home the axes if I loose power before doing a manual alignmenet. Under SECI, as of 07/2020 there are two custom uploaded routines:

- Font Guide Z - MTR0107: GuideHm
- Slit 2 - MOT0605: Hms2ti

There are four which are set in the settings but are not uploaded to the crate:

- Pt Det Z - MOT0503 : HmPtDtZ
- Pt Det Y - MOT0505 : HmPtDtZ
- Bench Front Z - MOT 0601: HmHt
- Bench Arch - MOT 0604: HmArc

There may be other axes that need custom homing/regular homing; currently IBEX has only dummy homing routines as the homing is done in SECI only. However the correct routines are in the galil setup but commented out.

This will need to be a collaboration between the instrument scientist and the Experiment Controls team.

### Acceptance Criteria

- There exists either a homing routine for each axis or a documentation saying that the axis can not be homed.
- Each axes homing has been tested

- POLREF scientist has suggested that this could be done in the long shutdown.

- `Programs uploaded from Galils 20200720` is those that were in the crate and include GuideHm and Hms2ti
- `Galil files found in the galil driver folder under seci` are those that were in the driver directory and include HmPtDtZ, HmPtDtY, HmHt, HmArc, HmHor, HorFwd, HmBench, HtBench, ArcHt
