Description
As an INTER instrument scientists I want to stop the centre of slit 3 from tracking the beam.
### Acceptance Criteria
- think about how this can be achieved, presumably building on the beam blocker functionality
- implement decision
### Notes
The beam blocker currently make a blade track the beam, this needs to be demoed to the scienitsts and if this is what they want for INTER then great otherwise do the thing above. This may have been done by #5456
