VHD Install: Move ICP out of Labview Modules

As a developer I would like an easy way of installing IBEX and I would not like to have to install the labview modules folder on every new system. Currently the ICP lives in this folder and so it would require installation as such we should move the ICP out. Note that for devs it is stored in ICP_binaries but this also contains a lot of developer tools so is likely a poor location on the instruments.

## Acceptance Criteria
* The install VHDs are updated to install the ICP somewhere in the `C:\Instrument\Apps` directory
* Test that everything still works
