Instrument Shared Scripts: Infrastructure update

As a developer I want the controls group to own the infrastructure associated with the shared python library in https://github.com/ISISNeutronMuon/InstrumentScripts

### Acceptance Criteria

1. Test on project can be automatically run and results are available
- think about security issues of running this
- site Jenkins is a good idea try this first
1. Read the docs project "https://instrumentscripts.readthedocs.io/en/latest/" is controlled by us
1. Read the docs gets automatically updated when the repository is updated
1. Update CODEOWNERS (remove @rprospero) make default owner us as a team if possible.
1. Remove the travis instance (if it was created)
