Arrange meeting to discuss instrument private networks

We are beginning to make more use of the private networks on the instruments, and this is likely to increase due to the assumption that more new devices will be Ethernet-enabled (e.g. Beckhoff, choppers, etc., and devices from other groups). It is getting to the stage where we need to formally allocate address ranges and/or subnets to specific groups for particular purposes.

This ticket is to arrange a meeting with representatives from interested parties e.g. Experiment Controls Group, Electronics Group, Detectors Group, perhaps IT infrastructure. (others?)

- [ ] A meeting is arranged to discuss the above
- [ ] Plans, if not more tickets, are produced to describe the best use of the private networks

#### Notes
- Some internal discussion has already occurred via email. A summary of the points raised will be added to this ticket in due course.
- Problems were encountered setting up new devices recently, which prompted this discussion to take place. See ticket [5033](https://github.com/ISISComputingGroup/IBEX/issues/5033) for details.
