Cryogenics: Discuss Improvements for Support Monitoring

As a cryogenics support user I would like to be able to monitor arbitrary PVs. Currently I create my own OPIs in CSS to do this. A meeting should be arranged to discuss the following:
* What are the requirements on the system
* Is CSS the best solution or would Pheobus/IBEX Client be better

## Acceptance Criteria
- An example Pheobus/CSS/IBEX GUI installation is created
- A meeting takes place where we gather requirements, these are documented
- A decision is made between IBEX GUI/Pheobus/CSS
- Tickets are created to address some of the requirements
