Investigate OPI bug: Eurotherm IOC focus on graph zooming

As a user, when I zoom in on the xy graph and then attempt to set a setpoint in the Eurotherm OPI I want to be able to actually select that setpoint.

This was a support issue (https://github.com/ISISComputingGroup/IBEX/issues/5203) that was fixed in this in PR: https://github.com/ISISComputingGroup/ibex_gui/pull/1051

However, we have no idea why the bug occurred. The bug's symptoms were as follows:

- I open the Eurotherm OPI with a running sensor
- I right-click on the XY graph and click "Show/Hide Graph Toolbar"
- On the toolbar I click the zoom in icon and then zoom in on a part of the graph
- I then attempt to click on a setpoint box to set the setpoint and instead of selecting this the XY graph is zoomed in further

This ticket is to investigate why this bug occurred and search more OPIs for possible occurrences of the bug.

Acceptance criteria:

- [ ] Does CSS upgrade fix this in which case close this ticket
- [ ] The cause of the bug has been found and documented
- [ ] If it is reasonable to fix the root of the bug in this ticket do it
- [ ] If it is not reasonable to fix the root bug in this ticket spin out another ticket with an explanation
- [ ] Other OPIs with similar layouts have been investigated for this bug and listed. A fix should be applied to these even if the root cause has not been fixed i.e. by bringing the XY graph to the front
- [ ] Look at why zooming the y axis causes the x axis to stop scrolling
