IBEX GUI: Run-Control menu restores wrong default value for a block

As a user I would like to be able to restore the default run-control values a block has been assigned. Currently the restore buttons are bugged

### Steps to reproduce behaviour

1. Create a configuration with a block that has a run-control defined
1. Load the configuration and override the run-control on that block with new values using Run-Control menu (GUI Menu at the top)
1. While selecting the block attempt to restore run-control defaults using `Restore Configuration Values`

You should see the run-control low limit has been set to the high limit.

### Acceptance criteria
- [ ] `Restore Configuration Values` works successfully for a given block's low and high limits
- [ ] A test exists to validate this feature
