VESUVIO: New Detector

This ticket needs to be updated as and when more detail becomes available, and/or other tickets should be created.

VESUVIO have a new detector, that is IP based (arrived relatively unannounced December 2019 - the programmer is still working on it), that will eventually need to be integrated into IBEX.

Initially, this interaction will be undertaken via HTTP post/gets via Python with limited support from Experiment Controls.

In time, these webserver interfaces will need to be wrapped into the control system - there is currently no information as to what those commands are or what they need to undertake.

Longer-term it will be best to move the detector onto a private network on VESUVIO and provide it with a fixed IP address.

It creates XML data, at present the need (or not) for long term storage of this data has not been ascertained.
