ISISICP: deploy: ensure journal parser gets re-installed correctly on IBEX instruments

Walk-in support request from TOSCA, whose runs were no longer going into their journal viewer.

It appears that the journal viewer scripts were overwritten when the new ISISICP was deployed for DAE 3, and not restored afterwards. Immediate issue solved by re-running the journal parser deploy script manually.

Acceptance criteria:
- The install script for ISISICP detects whether the instrument is on IBEX, and if so re-installs necessary files after it finishes
* A script which installs the relevant journal parser programs is at `\\isis\shares\ISIS_Experimental_Controls_Public\journalparser_static_new`.

Notes:
- Maybe we could make configchecker detect this misconfiguration by comparing the last run number with the largest run number in the journal mysql table?
