DAE/ICP: document when certain checks are done

As a scientist on LOQ, and a developer supporting LOQ, I am confused because my script cannot change wiring/detector/spectra tables even though my new tables are valid and consistent.

This turned out to be because the tables can't be changes while the TCBs are all set to zero. See https://github.com/ISISComputingGroup/IBEX/issues/4778

This ticket is to better document (on the user manual, and linked from the dev manual):
- When tables/tcbs/etc are checked. On load, at start of run, continuously?
- Which is the "best" order to set things so that settings do not conflict with each other
