Remote IOCs: ioc running status

As a developer/scientist, I would like to see whether an IOC is running locally, running remotely, or stopped in the normal start/stop iocs pane of a GUI running on the NDX instrument control PC. I would also like to be able to restart it from this menu.

Notes:
- Consider what it means for `DEVICE_01` to be running on an instrument, bearing in mind that it might be connected to `DEVICE_01` running on `host1` and also `DEVICE_01` running on `host2`.
* We might need to include the hostname which the IOC is running on in the running IOC table for this to make any sense.
- Consider whether it is sensible to be able to start/stop remote IOCs from this menu.
- It is probably necessary to at least provide a restart option from this menu, as this is a common troubleshooting step which we should leave accessible.
