Description
As a developer, I want the CP2800 to be thoroughly tested. This would ideally include a device emulator and and devsim testing. This will give extra confidence in the IOC, especially the protocol.
Acceptance criteria:
* [ ] CP2800 emulator
* [ ] Extend CP2800 testing framework tests to include devsim
