ALARMS/RunControl: Trigger warnings and alarms when PVs do not change as expected

As a user of IBEX, I sometimes want to know when a value is staying too static within a given tolerance, and I'd like to raise an alarm in this scenario

**Acceptance Criteria**
1. TBD - do we need to split this into multiple tickets - design a solution and then implement?

**Notes**
1. This came up from a support query, where a scientist asked if this would be possible as stuck values can be indicators of other problems
1. Some values will remain static legitimately, so this is not applicable to every PV
