RIKENFE: Disable HIGH/LOW alarms on PSUs that are switched off explicitly

As an IBEX user on RIKEN I don't really want RB3 or RB4 to trigger HIGH/LOW alarms when I have explicitly turned them off to enter the area, I can do this in a script, but given the nature of the beamlines being able to do this from the GUI is also required.

**Acceptance Criteria**
1. There is a way to deactivate the alarms on certain power supplies when they are turned off explicitly

**Notes**
1. Ticket #2444 could be helpful for a more generic use case and would allow this to be altered. There is a useful and related discussion in #3271
1. It may be appropriate to consider this solution within the IOC itself
