GUI: Long titles should wrap on the dashboard

Description
As a GEM/POLARIS/SANDALS/INES instrument scitenist I would like the title to wrap onto at least two lines if it is long (space can be removed from the blue box) so that I can read my whole title and know what the current experiment is.
Acceptance criteria:
1. Short titles take up 1 line
2. Long titles take up n lines space is taken from DAE status
