genie_python: command to change journal run title field

As an instrument scientists I would like to change a run title that is incorrect in the data used by journal viewer . This will help in locating files in future, the title as stored in the nexus file will remain unchanged.

The command would need to:
* open the appropriate c:\data\journal_*.xml file on the NDX
* edit the field also modifying the [] length attribute as necessary for the specified run number
* (need to think about how we update our mysql journal table)
