Description
As an HRPD instrument scientist, I want to view my RAMAN spectrometer data as a 2d scatter graph in IBEX so that I can visualise the readings.
Part of [#3354](https://github.com/ISISComputingGroup/IBEX/issues/3354).
**Notes**
- This may just be a python script that calls matplotlib commands but it would be good to help them.
