HRPD: RAMAN Spectrometer IOC - Log to CSV file

As an HRPD instrument scientist, I want the RAMAN spectrometer IOC to log data to a CSV file so that I can import the data into the BW proprietary RAMAN spectrometer software to analyse the data.

**Notes**

- Logging data to a CSV file is implemented as part of the stress rig on ENGIN X. Look at this implementation to see how much code can be shared.
- The scientists mentioned that they want the CSV file created by the spectrometer to contain timestamps to allow them to match up the spectrometer data with the neutron data. How accurate do these timestamps have to be?
