SXD: RAMAN Spectrometer IOC

As an HRPD instrument scientist, I want to use a RAMAN spectrometer on my system in the new year, so I can take measurements when running an experiment.

The device is a B&W Tek i-Raman Plus (see [HRPD instrument details](https://github.com/ISISComputingGroup/IBEX/wiki/HRPD-Instrument-Details#noteRamanSpect)).

**Update**: The earliest the spectrometer will be used on the beamline on HRPD is June as HRPD is shut for repair work during the February cycle. We would have the opportunity to run offline tests during January/February.
